The current management of labor protection products by enterprises still needs to be improved

Business Use and Management of Labor Protection Products

Through the special supervision and inspection of labor protection products conducted by production enterprises, it has been observed that most companies have established proper procedures for the procurement, acceptance, storage, distribution, use, and replacement of these items in accordance with relevant laws, regulations, and industry standards. Many companies maintain detailed records of purchases and releases, set up dedicated funds for labor protection, and ensure that expired or damaged equipment is properly replaced or destroyed. Most employees are aware of how to correctly use and wear protective gear, understand its importance, and actively protect their own rights. No cases were found where labor protection items were not purchased or used as required. Enterprises that provide specialized labor protection products with safety certifications have also been identified.

The overall qualification rate of labor protection products was 80%, with variations across different industries: 80% for non-mining helmets and dust masks, 75% for chemical industry masks and workwear, and 65% for construction safety helmets, belts, and nets. In contrast, labor protection products such as helmets, seat belts, safety nets, masks, and workwear in power companies achieved a 100% qualification rate. Other enterprises had an average of 65% compliance.

According to the statistics, 76% of inspected companies provided high-quality labor protection supplies in accordance with the required quantity and timing. 67% of enterprises allocated special funds as required by the "Safety Production Law" and local regulations, while 95% had established and implemented management systems for the purchase, distribution, and use of protective equipment.

Enterprises Have Exposed Various Problems in the Management of Labor Protection Products

First, some individual and private enterprises lack awareness regarding the importance of proper labor protection equipment. Workers often do not pay enough attention to their safety. Some business owners believe that "labor protection items won’t necessarily prevent accidents." For example, several construction companies and small enterprises have faced issues with insufficient provision of protective gear.

Second, some companies have not set up proper management systems for the allocation, acceptance, storage, and usage of labor protection products. This leads to inconsistencies and inefficiencies in the process.

Third, some businesses fail to supply workers with the necessary protective equipment according to established standards, resulting in shortages and increased risks.

Fourth, some companies do not clearly define the terms related to labor protection in their contracts, especially in construction projects. This leads to confusion and lack of accountability.

Fifth, some labor protection products lack complete certification documents, are outdated, or do not meet national or industry standards. In some cases, banned or obsolete products are still being used.

Sixth, some workers have poor self-protection awareness and do not wear or use protective gear correctly. In certain sectors like construction, metallurgy, and electronics, employees may not receive adequate safety training, leading to improper use of protective equipment. Some even consider wearing it inconvenient and choose not to use it, increasing the risk of injury.

Enterprises Should Strengthen the Management of Labor Protection Products

In response to these challenges, all types of enterprises should strictly follow the "Regulations on the Supervision and Administration of Labor Protective Products," ensuring that they comply with both national and provincial requirements in managing labor protection supplies.

First, they should increase public awareness and standardize management systems. They should also set clear guidelines and publish relevant information online to improve transparency.

Second, they need to enhance supervision and raise the awareness of enterprise leaders about the importance of labor protection. This includes increasing investment in protective equipment and improving training programs to ensure employees know how to properly use and wear them.

Third, regular inspections must be conducted, and any company failing to meet standards or misusing protective equipment should face strict penalties under applicable laws.

Fourth, related departments should strengthen oversight in industries where labor protection is critical.

Fifth, joint inspections by safety, quality, and industry authorities should be carried out to ensure that substandard products are not sold or used. Finally, continuous special inspections should be conducted, expanding coverage to eliminate any blind spots in the system.
