"The provincial government has incorporated the construction of the video surveillance system into its 'Practical Livelihood' initiative," said an official from the office. "Special documents were issued to establish a leading group for the project, and responsibility agreements were signed with municipal and state governments to ensure that all levels of administration take full accountability."
Public security departments across Jilin have focused on collaboration, creating a unified effort. The command center has integrated the surveillance system into the functions of the “three platforms.†The household management department directed police stations to set up frontline monitoring centers, incorporating real-time monitoring and "electronic patrols" into community policing strategies to improve daily prevention and control.
The investigative departments have actively explored new methods for video-based investigations, strengthened professional training, and promoted the deep application of the surveillance systems. Meanwhile, traffic police and public security departments have guided the development of provincial checkpoint systems, urban intersections, highways, and national video capture networks, achieving comprehensive coverage of key roads and vehicle monitoring points.
A video policing mechanism has been initially established, integrating information flow and service delivery from the surveillance system. The linkage between video surveillance, early warning, patrol prevention, command dispatch, emergency response, detection, and management services is now in place.
Currently, the construction of the public security video surveillance system in Jilin is progressing rapidly. A total of 88 public security monitoring centers above the county level have been built, forming a three-tier platform at the provincial, city, and county levels.
