
"Tianyan" is making crime disappear! By the end of October, Jilin Province had installed a total of 66,974 new video surveillance cameras, surpassing the target of 50,000 ahead of schedule. Thanks to this advanced video monitoring system, the province has successfully solved 974 criminal cases, arrested 428 suspects, and provided assistance in 1,346 emergency situations. The “eye of the sky†is now more powerful than ever, significantly improving public safety and the effectiveness of law enforcement operations.
The provincial government has made the expansion of the video surveillance network a key part of its “Practical Livelihood†initiative. Special guidelines were issued, and a leading group was established to oversee the project. Responsibility agreements were signed with municipal and regional governments to ensure accountability at every level.
Public security departments across the province are working closely together, creating a unified effort. The command center has integrated the monitoring system into the “three platforms†for real-time operations. Police stations have set up frontline monitoring centers, incorporating real-time surveillance and electronic patrols into community policing strategies, enhancing daily prevention and control efforts. Investigative units are continuously refining video-based investigation techniques, conducting specialized training, and promoting deeper use of the surveillance systems.
Meanwhile, traffic police and public security departments are expanding the provincial security checkpoint network, including highway intersections and major roads. This has led to comprehensive coverage of highways and vehicle monitoring across the province. A new video policing mechanism is taking shape, integrating information flow and service delivery, and establishing strong links between surveillance, early warning systems, patrol prevention, command dispatch, emergency response, detection, and management services.
To date, the video surveillance system in Jilin’s public security sector has seen rapid development. A total of 88 county-level and above public security monitoring centers have been built, forming a three-tier network at provincial, city, and county levels. The province now has 287,000 video surveillance cameras, and the completion rate of video capture systems along 385 provincial highways has reached 91.5%, ensuring effective coverage of key areas and critical locations.
