In the beginning of this year, Shizhu County in Chongqing introduced a five-step approach to improve occupational health management through supervision and inspection. This method—named “one preparation, two listening, three inspections, four questions, and five investigationsâ€â€”has significantly enhanced the effectiveness of workplace safety measures. According to information from the County Security Committee Office, the county has already conducted inspections on 32 employers, issued 53 corrective actions for hidden risks, and investigated 5 companies that violated occupational health regulations.
The first step, "preparation," involves thorough planning before any inspection. It includes identifying the target employer, understanding their production process, recognizing potential occupational hazards, and reviewing relevant laws, regulations, and standards.
The second step, "listening," focuses on gathering information directly from the employer. This includes details about technological processes, main products, the number of workers exposed to hazards, types of hazards, and how they manage occupational disease prevention. It also covers pre-employment and regular health check-ups, hazard monitoring, training programs, distribution of protective equipment, and the status of safety facilities.
The third step, "inspections," involves visiting the actual work site. Inspectors check whether the layout of the workplace is reasonable, if hazardous and non-hazardous areas are properly separated, and if workers are wearing appropriate protective gear. They also review warning signs, instructions, and bulletin boards to ensure proper communication of risks.
The fourth step, "asking questions," involves directly questioning workers at the site. This helps verify the accuracy of the information provided by the employer and prepares for the final step. Questions focus on whether workers have undergone medical exams, received training, been informed about risks, and if they have signed contracts that mention occupational hazards.
Finally, the fifth step, "checking documents," entails reviewing official records. This includes checking occupational health policies, employee files, training records, hazard reports, and whether the labor contract clearly informs workers about potential risks.
