In the beginning of this year, Shizhu County in Chongqing introduced a five-step approach to supervise and inspect occupational health management practices among employers. The method includes "one preparation, two listening, three inspections, four questioning, and five checking." This systematic strategy has led to significant improvements in workplace safety and health compliance.
According to the County Security Committee Office, since the start of the year, 32 employers have been inspected, with 53 hidden hazards identified and addressed. Additionally, five companies were investigated for violations related to occupational health management. This initiative not only ensures better compliance but also promotes a safer working environment for employees.
The first step, "preparation," involves thorough planning before any inspection. Inspectors identify the target employer, understand their production processes, and assess potential occupational hazards. They also review relevant laws, regulations, and industry standards to ensure accurate evaluation.
"Listening" is the second step, where inspectors gather information directly from the employer. This includes details about production techniques, product types, number of workers exposed to hazards, types of risks, and how occupational disease prevention measures are implemented. It also covers pre-employment and on-the-job health checkups, hazard monitoring, training programs, provision of protective equipment, and the status of protective facilities.
The third step, "on-site inspection," focuses on observing the actual working conditions. Inspectors check whether the layout of the workplace is reasonable, whether hazardous and non-hazardous operations are properly separated, and if there's a clear distinction between work and living areas. They also evaluate the use of personal protective equipment, warning signs, and the condition of safety facilities at high-risk positions.
The fourth step, "questioning workers," involves direct interaction with employees at the production site. This helps verify the information provided by the employer and prepares for the final step. Workers are asked about their job roles, duration of employment, health checkup history, training received, and whether they were informed about occupational hazards. Their feedback helps ensure transparency and accountability.
Finally, the fifth step, "checking documents," involves reviewing all relevant records. This includes occupational health policies, employee files, training logs, hazard data, and risk assessments. Inspectors also confirm that labor contracts clearly state occupational risks and that employees are aware of them.
