Ministry of Industry and Information Technology: Intellectual Property Promotion Plan of the Ministry of Industry and Information Technology

In order to further advance intellectual property (IP) efforts within the industrial and information technology sectors, the Ministry of Industry and Information Technology has issued the "2014 Industry and Information Intellectual Property Promotion Plan" on April 10. This initiative aligns with the national IP strategy and supports the Industrial Transformation and Upgrading Plan (2011–2015). Guided by the spirit of the Third Plenary Session of the 18th Central Committee, which emphasized the importance of IP use and protection, the plan focuses on enhancing industrial innovation and integrating IP strategies into broader policy frameworks. The key objectives for 2014 include strengthening enterprise IP management systems, improving risk control in critical industries, and completing the tasks outlined in the Industrial Transformation Action Plan. The promotion plan is designed to foster a more robust and innovative industrial environment through strategic implementation and enhanced IP awareness. Among its main components, the plan includes the breakdown of national IP strategy tasks, ensuring alignment with the 2014 National IP Strategy Implementation Plan and the National Action Points on Combating IP Infringement. It also emphasizes IP risk assessments and early warning projects, particularly in emerging industries and sectors undergoing transformation. These initiatives aim to identify potential IP challenges and develop effective response mechanisms. Additionally, the plan focuses on cultivating IP capabilities within industrial enterprises. This involves guiding companies to establish comprehensive IP management systems, developing evaluation indicators for IP usage, and supporting pilot programs at the provincial level. The goal is to integrate IP with technological innovation policies and enhance the overall capacity of industrial clusters and parks. Another important aspect is the development of an integrated data service platform for industry IP. This includes expanding platform functionality, building specialized patent retrieval and processing systems, and improving early warning databases. A robust evaluation mechanism will be established to ensure the platform's effectiveness, while promoting collaboration between the platform and industry organizations. Finally, the plan includes research on various policy issues, such as patent operations, the legal environment for Chinese enterprises going global, anti-monopoly concerns, and the coordination between IP and industrial policies. It also addresses IP-related discussions in the China-South Korea Free Trade Agreement. These studies aim to provide informed guidance and support for future IP strategies in the industrial sector. Overall, the 2014 Promotion Plan represents a comprehensive approach to strengthening IP across the industry and information technology fields, fostering innovation, and ensuring sustainable development.
