In order to further advance intellectual property (IP) efforts within the industrial and information technology sectors, the Ministry of Industry and Information Technology has developed the 2014 Industrial and Information Technology Intellectual Property Promotion Plan. This initiative aligns with the national IP strategy and supports the broader goals of the Industrial Transformation and Upgrading Plan (2011–2015). The plan was officially released on April 10, 2014, as a key step in strengthening IP protection and utilization across key industries.
The 2014 plan is guided by the principles set forth at the Third Plenary Session of the 18th Central Committee, which emphasized the importance of enhancing the use and protection of intellectual property rights. It focuses on implementing industrial transformation strategies, deepening the integration of IP with innovation, and accelerating the establishment of robust IP management systems within enterprises. Additionally, it aims to improve risk prevention mechanisms in critical sectors and ensure the successful execution of the 2014 Industrial Transformation and Specialization Action.
Key components of the Promotion Plan include:
First, the breakdown of national IP strategy tasks. The Ministry will implement specific measures based on the "2014 National Intellectual Property Strategy Implementation Promotion Plan" and the "2014 National Action Points on Combating IPR Infringement and Counterfeiting." This ensures that all relevant departments and industries are aligned with national objectives.
Second, industrial IP risk assessment and early warning projects. The plan involves conducting research on IP risks in strategic emerging industries and patent-intensive sectors. Regular briefings and forums will be organized for industry stakeholders, while major IP response mechanisms will be studied and established to address issues affecting industrial development.
Third, the cultivation of IP capabilities in industrial enterprises. The Ministry will guide companies in setting up IP management systems and introduce evaluation indicators for IP usage. It will also support pilot programs at the provincial level, promote the integration of IP with innovation policies, and enhance the ability of industrial parks and clusters to protect and utilize IP effectively.
Fourth, the construction of an integrated IP data service platform. This includes expanding the platform's functionality, developing specialized patent retrieval and analysis tools, and improving early warning databases. A performance evaluation system will be established, along with training and outreach services to better connect the platform with industry organizations and alliances.
Finally, policy research on various IP-related topics. This includes analyzing challenges faced by Chinese enterprises when going global, addressing legal and policy environments, examining the coordination between IP and industrial policies, and participating in discussions on IP issues in the China-South Korea Free Trade Agreement.
Through these initiatives, the Ministry aims to strengthen the IP ecosystem, foster innovation, and ensure sustainable industrial growth.
