Recently, several human cases of H7N9 avian influenza have been reported in different provinces across China, and the virus has also been detected in chickens and pigeons at a live poultry market in Shanghai. In response to this situation, the Ministry of Agriculture has prioritized the prevention and control of H7N9 as an urgent task, taking immediate and comprehensive action. Minister Han Changfu chaired a special meeting to discuss and coordinate the response efforts, emphasizing the need for full attention, thorough investigation, and swift resolution of any identified issues. All relevant departments have quickly entered emergency mode, working rapidly to implement various prevention and control measures. The Ministry is conducting comprehensive investigations into poultry outbreaks and monitoring the virus to identify and eliminate potential risks promptly. It is also ensuring transparency by releasing monitoring results in a timely manner and implementing effective strategies to protect the poultry industry's healthy development. Yu Kangzhen, the country’s chief veterinarian, outlined several key steps taken by the Ministry. First, cooperation with the health department has been strengthened, with improved information sharing and enhanced monitoring of animal infections in areas where human cases have occurred. Second, epidemic investigations and virus monitoring have been intensified. Experts were deployed to key provinces such as Shanghai, Jiangsu, Anhui, and Zhejiang to assist local authorities. So far, 11,229 samples have been collected from live poultry markets, farms, and wild birds, with testing still ongoing. Third, the Ministry has upgraded its prevention and control measures for H7N9 in animals, temporarily classifying it as a category one animal disease. Emergency monitoring programs and disposal guidelines were issued to guide scientific efforts. Fourth, expert meetings are being held regularly to assess the situation and recommend timely actions. Fifth, information is being shared openly and transparently, with updates provided to the public and local authorities. Sixth, international collaboration is being strengthened to enhance information exchange and joint efforts. Lastly, the Ministry is working to stabilize the poultry industry, monitor prices, and support affected businesses while promoting standardized and healthy farming practices. Experts have noted that the H7N9 virus isolated from poultry and pigeons is closely related to the human strain, though its origin and transmission route remain unclear. While it shows low pathogenicity in poultry, it can infect chickens, pigeons, and even pigs. The virus is most commonly found in live poultry markets, not in farms, and is currently concentrated in Shanghai, but its spread could expand. To address the outbreak, the Ministry has established a leading group to oversee the response, activating emergency protocols and implementing strict prevention and control measures. Monitoring efforts are being intensified, with a focus on key areas and accurate data collection. Results will be released transparently, following legal procedures and informing international bodies. International cooperation continues to be a priority, and the Ministry is working to stabilize the poultry sector, track market trends, and support the industry through technical guidance and public education.
