The construction projects for the total new major pollutants discharged shall be reviewed and confirmed by the competent department of environmental protection administration. The pollutant discharge unit shall pay the right to discharge pollutants after paying in full the paid use right of the pollutant discharge right; and the pollutant discharge right for the emission right of the old pollution source project shall be obtained. According to the environmental impact assessment approval documents, the "three simultaneous" acceptance and discharge permits for approval.
