In December 2011, Lin'an Tools Hardware Industry, led by Sun Town, achieved a new milestone when it was officially recognized as the “China Tool Hardware Production Base (Lin'an)†by the China Hardware Products Association. This prestigious title not only reflects the remarkable development of the Lin'an tool hardware industry cluster but also highlights the association's expectations for its future growth. The recognition underscores the region’s growing influence in the global hardware tools market.
Shi Xiaolan, Executive Vice President of the China Hardware Products Association and Chairman of the Tool Hardware Branch, emphasized that the rapid rise of the Lin'an hardware and tools industry is a microcosm of the broader development in China's tool sector. He noted that local manufacturers are now focusing on product quality, equipment upgrades, and staff training to drive sustainable growth. The association expressed hope that Lin'an would become a leading force in the industry, and called on the local government to continue supporting the development of this vital sector.
The hardware and tools industry in Lin'an has been growing steadily since the 1970s. By the late 1980s, private enterprises began to thrive, leading to increased production concentration, stronger market presence, and enhanced brand reputation. Today, Lin'an is globally recognized as a major production center for pliers, water pump pliers, and wrenches, with an annual output of 180 million units. The region hosts 63 tool manufacturing companies, generating over 3 billion yuan in sales, with several firms achieving annual revenues exceeding 100 million and 50 million yuan respectively. Products are primarily exported to Europe, North America, Southeast Asia, and Taiwan, supported by strong industry groups such as Hangzhou Lin'an Tacking Co., Lin'an Sun Hardware Tools Factory, and others.
Most Lin'an tool companies are located in Sun, Yuqian, and Tianmushan towns, with Sun Town accounting for over 80% of the industry. In 2001, the Lin'an municipal government initiated the development of a dedicated industrial area in Taiyang Town, aiming to create a functional zone covering 1,550 mu, with plans to develop more than 400 mu of land. Over 30 companies have already settled in, marking a shift from scattered operations to a more concentrated and efficient industrial model.
To support the industry’s growth, the local government has invested over 20 million yuan in infrastructure improvements, including water, electricity, roads, lighting, and green spaces. A sewage treatment plant with a daily capacity of 2,000 cubic meters was built in 2008, ensuring that industrial waste is properly managed. In addition, the second phase of the industrial functional area in Sun Town, planned for 800 acres, aims to further enhance the sector’s capabilities through centralized electroplating areas and technical inspection centers.
Cluster development has become a key driver of China’s advanced hardware manufacturing. Industrial agglomeration brings scale advantages, cost efficiency, and regional competitiveness, while also boosting local employment and economic growth. All Lin'an tool companies now operate under specialized production models, with refined internal divisions covering everything from mold development to packaging design. The establishment of the Lin'an Hardware Tools Association in 2008 has strengthened collaboration among companies, fostering a low-cost competitive edge.
The development of industrial clusters has also expanded sales channels. More than 10 companies now have self-export rights, and e-commerce platforms are widely used, gaining popularity in European and American markets. Government policies have actively promoted industry upgrades, including a three-year action plan aimed at enhancing R&D, expanding domestic and international markets, and strengthening brand building.
To improve core competitiveness, the Lin'an government supports leading enterprises in increasing capital and expanding production. Through asset reorganization and equity transfers, land resources are revitalized, and energy-saving measures are encouraged. Companies are also being guided toward technological innovation and eco-friendly practices to build a sustainable "Lin'an environment" for businesses.
Cleaner production initiatives have significantly improved efficiency and reduced pollution. By 2010, outdated machinery like piston compressors and old presses had been phased out, and energy consumption dropped by over 10%. The government is also planning a centralized electroplating center in Sun Town to reduce pollution and costs.
Investment in technology and process upgrades continues to drive quality improvements. Leading companies like Tongji, Sun Tools, Tieqiao, and Great Wall regularly introduce advanced equipment and modernize their production lines. During the Eleventh Five-Year Plan period, over 40 technological transformation projects were completed, with more than 800 million yuan invested in fixed assets.
These efforts have elevated the quality and brand image of Lin'an tools. Products like TG (Tiangu) and Sunwark have gained recognition, and companies like Lin'an Tacking have expanded their export operations. Sun Tools’ acquisition of the Labor Card brand in 2010 further boosted the city’s standing in the industry.
The Lin'an Hardware Tools Association plays a crucial role in promoting collaboration and self-regulation. It focuses on public services, technology development, land coordination, testing platforms, and regional branding. With a five-year development plan, the association aims to enhance innovation, promote cleaner production, and foster a collaborative industrial ecosystem.
In recent years, the industry has maintained strong growth. Companies have participated in major exhibitions like the Canton Fair and Cologne Hardware Show, enhancing their visibility. Collaborative efforts between enterprises have led to new ventures, such as the 50-million-yuan joint venture between Lin'an Jiejie Tools and Ningbo Hengqiao Tools, which is expected to generate significant revenue.
Chairman Zhang Dongli of the China National Hardware Association praised Lin'an’s achievements, noting its status as a leading manufacturer of hand tools. He urged continued focus on quality, R&D, and brand building to solidify Lin'an’s position as a top player in the global hardware tools industry.
